Directorate for Communications

Under the guidance of the Secretary-General, the core mission of the Directorate for Communications (COM) is to maximise the reach and impact of the OECD and its work through clear, evidence-based communications working in collaboration with all directorates. The COM Directorate carries out its functions in accordance with the OECD Communications Strategy and pursuant to Annual Communication Plans for which it is responsible, steering organisational efforts on strategic priorities and supporting policy directorates in their communications to specialised audiences. COM is a centralised communications corporate directorate which provides services, advice and support to a highly decentralised communications environment. Working with communications professionals across the OECD, it drives a coherent communications function, serving as a standard setter for excellence while at the same time measuring communications impact and adjusting efforts as required. It leads on corporate level media, social media, stakeholder and parliamentary engagement; the architecture and implementation of the organisation’s online presence, including multimedia digital content; and the dissemination of OECD publications, while performing an important role in risk identification and management in the public sphere. The Directorate holds as a core value an agile, collaborative and supportive culture marked by positive interaction and accountability among professionals.

Communications Impact, Standards & Capacity Building Division

The mission of the Communications Impact, Standards & Capacity Building Division (CISC) is to build and facilitate a collaborative community of excellence among communication staff at the OECD (the ONE COM function) by promoting effective and consistent communications practices and developing a learning and improvement culture. Specifically, the division works with communications staff across the Organisation to: 

• Provide strategic analysis  
• Evaluate performance 
• Monitor the reputation of the OECD and build capability to react to mis-disinformation 
• Build the capacity and skills of communications staff 
• Establish and ensure compliance with corporate standards in all communications areas 
• Provide guidance on reputational risk and rights management 

COM is seeking a highly motivated and analytically minded Junior Communication & AI Intelligence Officer to support the OECD’s work in measuring the visibility, reach and impact of its communications both in traditional and AI-mediated information environments. Reporting to the Head of the Communications Impact Unit, the selected candidate will contribute to strategic analysis of the  uptake, influence and policy footprint of OECD content, across media, digital platforms, policy and academic ecosystems, with a particular focus on emerging AI-driven dynamics such as Large Language Models (LLMs), generative search and AI referrals. 

Main Responsibilities

AI driven visibility and Communications intelligence 

• Contribute to the analysis of OECD visibility in AI-mediated environments (e.g. LLM referrals, generative search, bot-driven traffic). 
• Support the monitoring and interpretation of LLM bot activity (e.g. traffic patterns, content access, caching effects) and its implications for communications performance.  
• Contribute to the development of metrics and proxies to assess OECD presence and influence in AI systems and contribute to exploratory work on Generative Engine Optimisation (GEO) and AI discoverability. 
• Lead analytical work on policy and academic citations of OECD outputs, including their footprint in policy in Member countries.  
• Support analysis of publication performance, integrating both traditional metrics (downloads, citations) and emerging AI-related indicators.  
• Assist in data preparation, analysis, interpretation and visualisation for publication analytics. 

Media intelligence and communications analytics

• Contribute to media monitoring and analysis, including interpretation of shifts in the media landscape linked to AI and platform changes.  
• Support the preparation of media briefs and targeted monitoring for high-profile priorities and missions (e.g. accession processes and priority policy areas), and contribute as needed to the daily media newsletter OECD in the News. 
• Work closely with analysts, communications teams across COM to ensure coherent delivery of outputs and contribute to the development of new methodologies combining traditional communications metrics with AI-era indicators.  
• Support experimentation and pilot projects related to AI in communications analytics and contribute to continuous improvement of analytical processes, tools and reporting formats. 

Performance monitoring & reporting 

• Support the development, maintenance and continuous improvement of communications performance dashboards and reporting tools (e.g. Power BI).  
• Integrate traditional and emerging AI-related indicators into existing reporting frameworks  
• Ensure data quality, consistency and reliability across analytical outputs and reporting systems.  

Ideal candidate profile 

Academic Background 

• University degree in communications, data analysis, public policy, economics, political science, international relations, or a related field. 

Professional Background 

• Experience in analytics, media intelligence, communications monitoring or performance evaluation.   
• Demonstrated interest in AI, digital ecosystems and the transformation of information environments.  
• Familiarity with concepts such as LLMs, generative AI, algorithmic distribution, or digital platforms. 
• Experience working with data related to publications, media, web analytics or policy impact 
• Strong drafting and synthesis skills, with the ability to translate complex data into clear insights. 
• Good organisational skills and attention to detail 

Tools & technical skills 

• Familiarity with data visualisation tools (e.g. Power BI). 
• Exposure to web analytics, media monitoring, or data platforms (e.g. Google analytics, social listening tools) 
• Good understanding in: 
• AI tools and environments (e.g. LLMs, generative AI tools) 
• Data interpretation in AI-driven contexts (e.g. bot traffic vs human traffic) 
• Willingness to develop skills in emerging AI analytics and measurement approaches 

Languages  

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level. 
• Knowledge of one or more other languages would be an asset. 

Core Competencies

Contract Duration  

• 13-month fixed term appointment, with the possibility of renewal to a maximum of 36 months.

What the OECD offers    

• Monthly salary starts at 4638.76 EUR, plus allowances based on eligibility, exempt of French income tax.
